First Wind is an independent wind energy company focused exclusively on the development, ownership and operation of wind energy projects in North America. First Wind has several projects currently at different stages of development in Maine. Projects approved by the Commission include Stetson Wind I and Stetson Wind II.
The parent company of TransCanada Maine Wind development, Inc is TransCanada Energy Ltd., who is in turn an affiliate of TransCanada Corporation. TransCanada is currently operating the first phase and constructing the second phase of the 132 MW Kibby Project in Kibby Twp. and Skinner Twp., Franklin County (Kibby I). The project is located within the area of the jurisdiction designated for expedited permitting of wind energy development (reference Public Law 2007, Chapter 661), but was authorized prior to that law becoming effective.
On July 1, 2009, TransCanada Maine Wind Development, Inc. submitted a petition to the Commission to initiate rulemaking to expand the expedited permitting area for wind energy development by adding a parcel in Chain of Ponds Twp (Kibby III). A Development permit application for a 15 turbine, 45 MW project was submitted in November, 2009 for an adjacent area in Kibby and Chain of Ponds Townships (Kibby II).
