Brief History of the Management Planning Process

In 2007, several public meetings were held to get public input to help set the direction for the management plan and get feedback on drafts. During that process, concerns about the roads in the Highlands came to light. The potential of public rights of access on former town roads was identified. The Bureau decided more information was needed to complete the plan, as determining public rights of access on roads was critical to determining motorized access to the Highlands--the key issue of discussion and debate in the public meetings. In 2007, an "interim plan" was adopted to guide management of Kennebec Highlands in the meantime, while research on road status could be conducted.
