MAINE WATER WELL DRILLING COMMISSION

 

Minutes of August 4, 2009 Meeting

 

Members Present:

Ed Bowie, Chairman

William Boettger, DOT

Don Robbins, Public Member

Thomas Weddle, MGS

David Braley, DWP

Ike Goodwin, Driller

Call to Order:

 

The Meeting was called to order at 9:15 AM.

 

Approval of July 7, 2009 meeting minutes:

 

Don Robbins motioned to accept the July 2009 minutes as amended. Ike Goodwin 2nd the motion.Passed

 

Open seat on the Commission:

 

†††† The Commission continues to seek to have the vacant seat filled by the Governorís staff. MGWA members will be asked to seek help from their legislators.

 

Update on Complaints:

 

Ellen Paoletti - Dunham Well Drilling:

 

Corrective action completed, Dean Getchell inspected.Dean reported that the seal was leaking and the electrical ground block was not grounded to the casing.

 

Mr. Robbins motioned that the inspection demonstrated that the bottom seal is leaking. Mr. Goodwin 2nd.Passed.

 

Mr. Goodwin motioned that the electrical ground block was not grounded to the well casing.Mr. Weddle 2nd.Passed.

 

Mr. Goodwin motioned to table further action and to notify Mr. Dunham that the Commission is going to consider these findings and whether additional corrective action and license action is warranted.Mr. Dunham will be requested to attend the next Commission meeting on September 1, 2009.Mr. Robbins 2nd.Passed.

 

In addition, the homeowners will be contacted and have their options explained.

John Desjardins vs Woodsome Well Drilling:

 

Waiting for written response from driller outlining the methods used to complete corrective action.

Specialty Well Applications:

 

None

 

Exams requested:

 

†††† Randy Marquis requested and was approved to sit for the Master Well Drillers and Master Pump Installers exams.

 

Examinations Passed in June 2009:

New Business:

 

††††† Mr. Bowie had a question regarding PVC materials used in a well for purposes other than casing.The rules state that PVC needs to be at least schedule 40 and NSF approved.

 

Geo-Thermal:

 

††††† The Commission determined that rule making for geothermal licensing should commence immediately.
