Minutes of May 5, 2009 Meeting

Members Present: Ed Bowie, Chairman Dwight Doughty, DOT Don Robbins, Public Member Thomas Weddle, MGS David Braley, DWP Ike Goodwin, Driller

Others Present: Paul Gauvreau, AAG Carol Champagne, Board Clerk Dean Getchell, Inspector

Call to Order:

 

The Meeting was called to order at 9:10 AM.

 

Approval of March 3, 2008 meeting minutes:

 

Don Robbins motioned to accept the March 2009 minutes. Dwight Doughty 2nd the motion.  Passed

 

Open seat on the Commission: 

 

     David Braley will check with the Governor’s Office for the replacement for Glenn Dyer whose term expired a more then a year ago.

 

Update on Complaints:

 

Ellen Paoletti - Dunham Well Drilling:

 

Ellen Paoletti contacted the Commission with a request to have Dean Getchell to re-camera the well to see what was below the bottom seal. 

 

The Commission has ordered Mr. Dunham to complete the corrective action by June 15, 2009 (agreed to by both parties) and to report to the Commission after the repair is done according to the Commission’s order.  

 

Dean Getchell is held under contract and can not camera wells outside the Commission’s request for inspections. If Ms. Paoletti wants the well re-camera she will have to hire a well driller to do that for her.

          Rick & Maureen West – Yankee Water Systems

 

          IN May:  Edward & Frances Minderlein – C & R Well Drilling

    

Exams requested:

 

Matthew Lord requested to sit for the Journeyman Well Driller & Journeyman Pump Installer exams.  Don Robbins and David Braley made a motion to accept the application.  Approved by the Commission.

 

Calvin Doane  requested to sit for the Journeyman Pump Installers exam.  Dwight Doughty and Don Robbins made a motion to accept the application.  Approved by the Commission.

 

Ryan Ball requested to sit for the Master Well Driller & Master Pump Installer exams.  Dwight Doughty motion to accept the application and Ike Goodwin 2^nd the motion.  Approved by the Commission.

 

Scott Abbott requested to sit for the Master Pump Installer exam.  Don Robbins & Dwight Doughty motion to accept the application.  Accepted by the Commission.

Ike Goodwin recused himself from the voting.

 

Examinations Passed in April 2009:  

 

None

 

New Business:

 

David Braley explained to the Commission about a complaint that came in that was not a violation of the Well Driller & Pump Installer’s Rules but a civil case due to the cost of the well.

 

Changes made to the Hydrofract forms.

 

Geo-Thermal: Discussion was pertaining to the time frame of getting paperwork done in order to be ready for January 1, 2010.
