Summary - State of Maine Pine Shoot Beetle Regulations
April 1 through June 30: (high risk period):
Shippers(Concerns) located inside the regulated (quarantine)
area:
- Can not ship pine products w/bark (e.g. Logs, pulpwood, mill
waste/residues containing pine bark) outside the regulated area without treatment.
Acceptable Treatments:
- Logs/lumber can be moved out of the regulated area after debarking.
- Mill waste/residues containing pine bark can be moved out of regulated
area after composting (120 deg. F. For 4 days) or grinding to 1" or less.
Receivers(Concerns) located outside the regulated (quarantine)
area:
- Can not receive pine products w/bark from the regulated area.
- Can not stockpile pine products from the regulated area for processing.
- May be required to have inspections and phytosanitary certificates issued
by USDA for products from the regulated area
when they are being shipped to unregulated areas of Canada.
July 1 through September 30: (low risk period)
Shippers (Concerns) located inside the regulated (quarantine)
area:
- Can ship pine logs or pulp wood or products with bark to unregulated (quarantine) areas provided the logs, pulpwood, or bark products were not harvested or
stockpiled during the high risk period from April through June. (This is currently being
contested with the USDA.)
- Are required to have certificates issued by USDA and State of Maine for
products being shipped to unregulated areas within state or to unregulated areas in
adjacent states.
Receivers (Concerns located outside
the regulated (quarantine) area:
- Can receive pine products w/bark from the regulated (quarantine) area if
accompanied by a certificate.
- May be required to have inspections and phytosanitary certificates issued
by USDA for products from the regulated area
when being shipped to unregulated areas of Canada.
October 1 through March 31:
Shippers(Concerns) located inside the regulated (quarantine)
area:
- Can not ship pine products w/bark (e.g. Logs, pulpwood, mill
waste/residues containing bark) outside the regulated area without treatment.
- High stumping (>8") and mechanical debarking will mitigate the
risk of moving pine shoot beetle. Mechanical debarking can occur within or outside the
regulated area. Debarking outside the regulated area must occur within 10 days and prior
to April 1.
- All treatments allowed during high risk period (April 1 -June 30th)
are also acceptable.
- Are required to have limited permits issued by USDA for products being
shipped to unregulated areas.
Receivers(Concerns) located outside the regulated (quarantine)
area:
- Can receive all types of pine logs/pulp logs with bark or pine bark/saw
mill residue from regulated (quarantine) area provided stock piles are processed/consumed
before March 15th.
- May be required to have inspections and phytosanitary certificate issued
by USDA for products from the regulated area when being shipped to unregulated areas of Canada.
