Kennebec Highlands Management Plan

The Division of Parks and Public Lands has adopted a 15-year management plan for over 6,000 acres of land known as the Kennebec Highlands. These public lands are located in the towns of Mount Vernon, Rome, and Vienna in Kennebec County and New Sharon in Franklin County.

Brief History of the Management Planning Process
In 2007, several public meetings were held to get public input to help set the direction for the management plan and get feedback on drafts.  During that process, concerns about the roads in the Highlands came to light. The potential of public rights of access on former town roads was identified.  The Division decided more information was needed to complete the plan, as determining public rights of access on roads was critical to determining motorized access to the Highlands--the key issue of discussion and debate in the public meetings.   In 2007, an "interim plan" was adopted to guide management of Kennebec Highlands in the meantime, while research on road status could be conducted.
