Welcome to the Maine Bureau of Highway Safety website


The Maine Bureau of Highway Safety (BHS) administers federally funded categorical grant programs offered by the National Highway Traffic Safety Administration. The BHS develops annual statewide comprehensive plans which outline major problem areas and proposes spending plans to address identified problems.

Additionally, the BHS is responsible for Maine's Implied Consent Program, Maine Driving Dynamics, and Fatality Analysis Reporting System. Implied Consent is the program that tests drivers suspected of Operating Under the Influence (OUI) of alcohol or other drugs. This program consists of the chemical analysis of blood, breath, or urine samples by certified laboratories, plus, instant breath analysis by breath testing instruments.
