Project Workbook

            A major task for Maine educators is the improvement of school facilities across the state.  This Project Workbook is intended to be a road map for you in achieving a successful construction project.

            Based upon applications for Major Capital Construction Projects and subsequent school visitations, it is very evident that there is a major need to upgrade school facilities in Maine.  Many of our schools are older and do not meet building codes, life safety codes, ADA regulations, or the State’s energy standards.  In addition, the older buildings do not lend themselves to house today’s educational program that is driven by Maine’s Learning Results.

            This Workbook will assist you in going through the various steps that are necessary to achieve a successful project that is in the best interests of Maine’s children and the State’s taxpayers who support Maine’s educational programs.

            In going through this process, be prepared to meet with State officials a number of times.  Some of the major milestones to be achieved are a Regional Study, possible site selection and approval process, State Board of Education Concept Approval, State Board of Education Design and Funding Approval, a successful bid, Final Funding Approval, and a timely and quality construction project.  There will be additional steps that include a programming conference, a review of plans and specifications as they develop, and other issues that may surface.

            During this process the Department of Education staff will emphasize high quality finishes, and a low maintenance and energy-efficient building.

            I hope that this Workbook and other State-generated publications along with personal contact with the Department of Education’s and other state agency’s personnel will result in the best possible school that will meet the needs of the children in your school system.
