General Definitions

RESIDENT

Subsidizable pupil: all school level pupils who reside in a school administrative unit and who are educated at public expense at a public school or at a private school approved for tuition purposes. (20-A, MRSA, § 15672, Sub-§ 32 as amended by Public Law 2005, Chapter 2, § D-36). This also includes:

students in alternative education, foster homes, and homeless students within the local school administrative unit;

4-YEAR-OLDS' PROGRAM

Report students who will be 4 years old on October 15 of the school year and is enrolled in a 2-year childhood education program prior to grade one. Any student enrolled in a 4 Year Old Program (4YO grade level) and is less than 4 years old or is 5 years old on October 15 (see Early Kindergarten) will not be counted for subsidy purposes.

EARLY KINDERGARTEN

Report students who will 5 years old by October 15 of the school year and is developmentally placed in the first year of a 2-year childhood education program prior to grade one. Any student enrolled in Early Kindergarten (EK grade level) and is less than 5 years old will not be counted or subsidy purposes.

KINDERGARTEN

Report only students who will be at least 5 years old on October 15 of the school year and placed in a one-year kindergarten, or the second year of a 2-year early childhood program.

ELEMENTARY/SECONDARY SPECIAL EDUCATION

Report all special education students in their regular grades, or if ungraded, chronologically by age within the regular grades. Ex: Age 5 = Kindergarten, Age 6 = Grade 1, etc.

ELEMENTARY/SECONDARY UNGRADED

Report all ungraded students chronologically by age within the regular grades. Ex: Age 5 = Kindergarten, Age 6 = Grade 1, etc.

HOME STUDY STUDENTS

These are students in home instruction programs that have been approved by the local school board and the Department of Education to be in compliance with 20-A M.R.S.A., Section 5001-A (3). The student's parent or guardian must have previously completed a "Letter of Intent to Home School" and submitted to both the Maine Department of Education and the resident Superintendent's office.

EQUIVALENT INSTRUCTION PUPILS

These are home study students who receive instruction through one or more on-site academic courses from a public school but are not full-time students. Equivalent instruction students may also be tuitioned to another school administrative unit or to a private school approved pursuant to chapter 219.

Race/Ethnicity

ETHNICITY:

Hispanic/Latino: An indication that the individual traces his or her origin or descent to Mexico, Puerto Rico, Cuba, Central and South America, and other Spanish cultures, regardless of race.

RACE: The general racial category which most clearly reflects the individual's recognition of his or her community or with which the individual most identifies. (Select one or more of the following:)

American Indian or Alaska Native: A person having origins in any of the original peoples of North and South America (including Central America), and who maintains cultural identification through tribal affiliations or community recognition.
Asian: A person having origins in any of the original peoples of the Far East, Southeast Asia, or the Indian Subcontinent. This area includes, for example, Cambodia, China, India, Japan, Korea, Malaysia, Pakistan, Thailand, and Vietnam.
Black or African American: A person having origins in any of the black racial groups of Africa.
Native Hawaiian or Other Pacific Islander: A person having origins in any of the original peoples of Hawaii, Guam, Samoa, or other Pacific Islands.
White - A person having origins in any of the original peoples of Europe, North Africa, or the Middle East.

RACE/ETHNICITY DETERMINIATION: The identification method by which an individual’s race and ethnicity were identified.

Parent Identified – The identification method in which a parent makes an ethnicity and race identification on behalf of an elementary or secondary student.
Self Identified – The preferred identification method in which an individual identifies his or her own ethnicity and race.
Observer Identified – The identification method in which a school observer makes an ethnicity and race identification because an individual, or an individual’s parent, refuses to make one.
Unknown – The identification method used to determine an individual’s ethnicity and race is unknown.

High School Graduates

REGULAR DIPLOMA RECIPIENTS

These are graduates who received a regular Maine Learning Results diploma during the previous school year or subsequent summer school.

OTHER HIGH SCHOOL COMPLETERS

Individuals who received a Certificate of Attendance or a Certificate of Completion in lieu of a diploma during the previous school year or subsequent summer school and should be exited with an exit code 16. This does not include students who receive an Adult Education Diploma or GED.

COLLEGE OR UNIVERSITY

A program of study at a four-year college or university.

VOCATIONAL/TECHNICAL

A program at a vocational center or technical school.

OTHER CONTINUING EDUCATION

Education and training programs that do not fit into one of the other categories.
