Appeal by Matthew Boucher of Staff Denial of Maine Clean Election Act Funding
Matthew Boucher is a candidate for the Maine House of Representatives, District 38, seeking Maine Clean Election Act (MCEA) funding.  Under 21-A M.R.S.A. § 1125(4), he was required to submit his qualifying contributions and receipt and acknowledgement forms no later than the end of the qualifying period (5:00 p.m. on April 21, 2010).  The Commission’s rule states that the Commission “may not grant an extension of time” to submit the materials.  Mr. Boucher submitted the qualifying contributions and receipt and acknowledgement forms late (after 5:00 p.m.) on April 21, so the Commission staff denied his application for MCEA funding.  The Commission will hold a hearing on Mr. Boucher’s appeal of the staff denial.
