In the beautiful midcoast area of Maine, U.S. Route 1 runs through the village of Wiscasset over the Sheepscot River to Edgecomb. As with the entire Maine coast, this area is a popular destination for seasonal visitors and vacationers. When seasonal traffic combines with local drivers, it creates significant congestion and on summer weekends, traffic is often backed up for several miles in both directions. On an average annual basis, about 18,000 vehicles per day travel on Route 1 through these communities, and MaineDOT's projections indicate that number will increase to 24,000 vehicles by 2030.

The traffic congestion not only creates major delays for motorists, it is reason for great concern among local public safety officials. They worry that ambulances, fire trucks and other emergency vehicles will not be able to move through traffic to provide emergency services, especially in the summer. As a result, citizens and town officials have been talking about needed transportation improvements for more than 40 years. It is hoped that this new Task Force, using information from MaineDOT's exhaustive environmental impact study, can agree on a final route that will bypass Wiscasset's village and relieve traffic congestion in this region.
