Revised Suspicious Package Protocols Published

The Maine Emergency Management Agency (MEMA) has published revised guidance for first responders on handling "Suspicious Substance" incidents. These are incidents involving a package which appears to contain a suspicious powder or other substances, or a spill of an unknown substance. Such incidents often result in a call to first responders for assessment and assistance.

The revised protocols are the result of a collaborative effort by Maine Center for Disease Control, Maine State Police, Maine Department of Environmental Protection, Maine National Guard 11th Civil Support Team, US Postal Inspection Service, and South Portland Regional Response Team

The goal of the revision was to provide clarity for first responders who are at the scene of a "suspicious substance" case and lay out a suggested measured response to these cases. The protocols outline a response that allows for early assessment, conservative but appropriate use of response resources and easing of public concern.

The guidelines provide a mechanism for low-key response that ensures the safety of both the general public and those responding to the incident.
