JOB DESCRIPTION:
This is technical work supervising the ongoing changes for the Bureau of Motor Vehicle Driver License computer system (DLS). This code needs constant attention due to mandatory Federal Regulation changes and State of Maine Legislative changes as well as correcting production defects. The specific duties and responsibilities for this position are assembling and directing the technical team, gathering and documenting business requirements, developing work plans, tracking project schedules and deadlines. In addition, the individual will provide oversight for DLS business process changes as they relate to Information Services, and will be a liaison between the business subject matter experts and Information Services. This position will manage all phases of the development life cycle, which includes but is not limited to: working with the business to determine code change priorities, coordinating testing, tracking code deployments to both the test and production environments, managing the development staff, distributing work assignments and communicating with upper management.
MINIMUM REQUIREMENTS:
In order to qualify, you must have seven (7) years of progressively responsible experience in application system analysis and programming including a minimum of one (1) year in a working supervisor role. The seven (7) years of progressively responsible experience in application system analysis and programming must be demonstrated within the NECESSARY SPECIAL REQUIREMENTS noted below.
NECESSARY SPECIAL REQUIREMENTS:
The candidate must demonstrate excellent oral and written communication skills. They must have experience gathering business requirements and translating those requirements into coding specifications. The candidate must have experience conducting meetings with both IS and business participants from all levels of the organization, including the executive level. A proven track record of successful user interactions is paramount to this position. The successful candidate must be able to lead development in the following environment; Oracle (9i or higher) related enterprise class application development tools (JDeveloper); complex high level languages (Oracle iAS, Java): Linux operating system; EJB, XML, HTML, SQL and PL/SQL programming; Oracle 9i RDBMS; J2EE Architecture Design; Coding Standardization (Americans with Disabilities Act , HTML). Experience with Perl, Web logic, Jira and Subversion is desired.
