Level 4:  85% State Contribution (employee pays 15%):                 $322.89 biweekly

Bureau Information:

The Office of the Secretary of State, Bureau of Motor Vehicles, has an immediate opening for a full time Public Health Educator III (Medical Review Coordinator).  The Bureau of Motor Vehicles is responsible for providing public services for the Dept of Secretary of State.  The Medical Unit, within the Division of Driver License Services, is responsible for courteous and efficient service to customers of the Bureau of Motor Vehicles in fulfilling their medical paperwork requirements in order to obtain and retain their driver license privileges.  

Job Description: 

This position reviews, evaluates and assesses medical information from physicians and contacts applicants and physicians in order to determine the nature and extent of physical, mental,  or emotional impairment or incapacity, and impact on driving to make determinations on license eligibility.  This position also plans and conducts informational sessions and training workshops to medical community, elder community and in-house staff.  In addition, this position consults and confers with various educational groups, state and federal agencies and/or members of the Medical Advisory Board in order to develop policies, resolve problems, and improve program effectiveness.

Some specific duties include but are not limited to: 

  • Receives and reviews driver license renewal and initial applications when an applicant indicates a mental, emotional, or physical impairment, in order to ascertain whether a formal medical review is necessary. Evaluates medical reports and functional ability profiles in order to determine license eligibility and requirements.
  • Communicates with applicants, physicians, and other medical personnel, law enforcement officials, attorneys, and others in order to explain license eligibility and requirements.
  • Investigates and evaluates reports of adverse medical conditions affecting a person’s competence to operate a motor vehicle in order to determine validity and take action when appropriate.
  • Collects and compiles information in order to determine the relationship between impairments, illnesses, and diseases and accident involvement and causation. Assists in developing rules, regulations, and legislation in order to define and control the physical, mental, and emotional competence required to operate motor vehicles.
  • Confers with various public and private groups in order to obtain information concerning medical standards for motor vehicle operation and driver licensure.
  • Researches and studies health issues in order to develop public health awareness education within the medical community to improve safety on Maine highways.
  • Oversees and/or develops resource libraries, educational literature and other professional educational materials to present information and/or materials to all drivers affected by medical impairments, members of the medical community and other relevant associations to better understand the impact on driver’s license requirements.

Minimum Qualifications:

A Bachelor’s Degree in Public Health, Community Health Education, Health Education and two (2) years’ experience in community or health education program planning, development, implementation, and evaluation. Directly related work experience may be substituted for education on a year-for-year basis.
